Solution:

1.Launch a valid Oracle Database Utility such as SQL Plus and connect to the FDM application schema.
2 Locate the tsecuser table.
3 Add a record for the ADMIN user id and use the same values for the other columns as the current records (With the exception of the last column "UniqueID" this can be left blank).
4 Commit the change
5 Locate the tsecuserpartition table.
6  Add a record and enter ADMIN into the User id and use the same values for the other fields as the other record in the table.
7 Commit the change
